Polish housing programmes in 2027: is there a 0% mortgage, and what can a foreigner use?

Is there a 0% mortgage in Poland in 2027? The status of the #naStart loan, who can use the family housing loan with a BGK guarantee, and the new OKI investment account from 1 January 2027.

In short

There is no 0% mortgage in Poland and none is announced for 2027. The government withdrew the draft #naStart loan, and the 2% Safe Loan has not accepted applications since 2024. The family housing loan with a BGK guarantee still works until the end of 2030, but a foreigner can use it only together with a partner who has Polish citizenship. From 1 January 2027 any adult can open an OKI, a personal investment account with no capital gains tax.

The 0% mortgage (#naStart): withdrawn

In 2024 the government prepared a draft act on a “#naStart” mortgage, with subsidised interest from 1.5% down to 0% depending on the number of children. In the official list of government legislative work the draft (number UA4) now has the status “withdrawn”. As of 1 November 2026 no other programme of subsidised mortgage interest has been announced for 2027. The 2% Safe Loan (Bezpieczny kredyt 2%) closed to new applications on 2 January 2024.

Family housing loan: a mortgage without a down payment

The family housing loan (rodzinny kredyt mieszkaniowy) is a normal bank mortgage with a guarantee from the state bank BGK that replaces up to 100,000 zł of the down payment. Banks can grant it until 31 December 2030. There is no income or age limit, but you must not own a flat or a house, and the price per square metre must be within the limit for the municipality. After the birth of a second child BGK repays 20,000 zł of the loan, after the third and each next child 60,000 zł.

For foreigners the key condition is citizenship: the programme is for Polish citizens, including those living abroad, and a foreigner can take part only together with a spouse or partner who has Polish citizenship.

OKI: a new account from 1 January 2027

The Act of 3 July 2026 on personal investment accounts (OKI) comes into force on 1 January 2027. Any adult can open one, and the tax applies regardless of the country of residence. Gains on an OKI are not subject to the 19% capital gains tax (podatek Belki). Instead there is a tax on the value of assets, 0.85% a year in 2027, but only on the average value above the limits: 25,000 zł in bank accounts, savings bonds and Treasury bills, and 100,000 zł in total. You can withdraw money at any time and for any purpose, so it is also a way to save for a down payment.

Rent subsidy and the housing savings account

Two more programmes have “start” or “housing” in their names. “Mieszkanie na start” is not a loan but a rent subsidy for 15 years for tenants of new flats in municipalities that signed an agreement with BGK. The housing savings account (Konto Mieszkaniowe) adds a state bonus of 4–15% a year to savings for a first home. Both have detailed conditions, described on our Polish pages, and the quick eligibility test is available in Polish.
