Barn conversion mortgage in Poland: can you turn a barn or farm building into a house with a bank loan?

Can you get a Polish mortgage to convert a barn or farm building into a house? Change of use notification, local plan or zoning decision, technical assessment, valuation after works and tranches.

In short

Yes, some Polish banks finance converting a non-residential building into a house. PKO BP lists "changing a non-residential building into a residential one" as a mortgage purpose and BOŚ Bank finances adapting non-residential rooms for living. The bank pays out in tranches, like for a new build, but first wants proof that the change of use is legal: a notification without objection or a building permit. Without a local plan you need a zoning decision. An old barn is worth little, so the bank bases the loan on the value after the works.

Will a bank lend

Yes, but not every bank offers this purpose. PKO BP lists "zmiana budynku niemieszkalnego na mieszkalny" (changing a non-residential building into a residential one) among its mortgage purposes, and the BOŚ Bank rules in force from 17 April 2026 allow the adaptation of non-residential rooms for living. Other banks treat it as a rebuilding or completion loan, and some do not finance it at all. Ask the bank before you sign the purchase agreement. The usual mortgage rules apply: a deposit of at least 20%, or 10% with low-deposit insurance, and the purchase and the works can be combined in one loan.

Change of use under Polish building law

Turning a farm building into a house is a change of use under art. 71 of the Polish Building Law. You notify the county office (starostwo) before you start using the building as a home. The notification includes a site plan, a short technical description, a statement of your right to use the property, a certificate that the new use complies with the local plan or, where there is no plan, a zoning decision (decyzja o warunkach zabudowy), and if needed a technical assessment and a fire safety assessment. The office has 30 days to object. A notification filed after the change has no legal effect. If the works need a building permit, for example an extension, the permit decides on the change of use. A listed building also needs the consent of the heritage conservator.

Local plan or zoning decision

This is the most common obstacle. If the local plan reserves the land for farming or excludes housing, the change will be refused. Where there is no plan, from 1 September 2026 new zoning decisions are as a rule issued only in infill areas set in the municipality's general plan. Check this with the municipality before you pay a deposit.

What the bank checks

The bank wants the notification without objection or the building permit, a cost estimate and schedule, a valuation of the property today and after the works, a technical assessment of walls, foundations and roof, road access and utilities, and a clean land register. It pays the first tranche to the seller and later tranches after inspections of each stage. Living in a converted barn without notification can lead to a ban on use, a legalisation fee and an order to restore the previous use, and such a building is hard to sell or mortgage.
