Safe Loan 2% (Bezpieczny Kredyt 2%): meaning in a Polish mortgage

In Polish: Bezpieczny Kredyt 2%
This is the word you will see in bank documents.

Definition

Safe Loan 2% (Bezpieczny Kredyt 2%) is a Polish government programme of subsidies to instalments on a loan for a first home, introduced in 2023 into the Family Housing Loan Act. BGK subsidises the first 120 instalments, so that at an interest rate equal to the BGK index you effectively pay interest at 2%. Banks have not accepted new applications since 2 January 2024, but subsidies on loans already granted continue.

What it means for you

If you have such a loan, for about 10 years you pay a lower instalment than on an ordinary loan, and then the full instalment at the rate in your agreement. You can lose the subsidy earlier, e.g. after renting out or selling the flat, buying another one or switching to a variable rate. Before overpaying or refinancing, check how it will affect the subsidy.

Frequently asked questions

Can I still apply for Safe Loan 2%?

No. Banks have not accepted applications since 2 January 2024, and since 22 August 2025 the Act allows the loan to be granted only on an application filed earlier.

How long do the subsidies last?

They cover the first 120 instalments repaid according to the schedule, i.e. about 10 years. After that you pay the full instalment at the rate in your agreement.

Does an overpayment cancel the subsidy?

No, if you overpay more than 3 years after the loan was granted. Before that, an overpayment does not cancel the subsidy, among other cases, when together with the down payment it does not exceed PLN 200,000 or when it concerns the part covered by the BGK guarantee.
