In Polish: Rynek wtórny
This is the word you will see in bank documents.
Definition
The secondary market means properties bought from their current owners rather than from a developer. The buyer usually pays 2% PCC tax on the price, unless buying a first home and meeting the conditions for the exemption. The bank pays out the loan in one go after the notarial deed.
What it means for you
On the secondary market a purchase with a mortgage takes less time than from a developer, and you usually get the flat within days or weeks of the deed. Transaction costs are higher, though: PCC and often an estate agent's commission. You also have to check more yourself, above all the land register and the seller's mortgage.

Frequently asked questions
Can I buy a flat with the seller's mortgage on it?
Yes. The buyer's bank transfers part of the loan directly to the seller's bank to repay the debt, and the rest to the seller. You need a certificate from the seller's bank stating the amount to repay and consent to delete the mortgage.
When does the bank pay out a loan for a resale flat?
Usually within a few business days of receiving a copy of the notarial deed, in one payment, to the accounts named in the deed.
How much does buying a resale flat cost on top of the price?
Without an estate agent usually about 3% of the price, mostly due to 2% PCC. With an agent 5–6%. With the first-home PCC exemption, costs drop to a few thousand złoty.
